2:22 they do emit those high(er) pitched noises, but the ones that you showed are an ambient sound that manufacturers add to evs when they are moving slowly, it is played through a speaker on the outside

lets be real here, you DO hear them coming, not because of engine noise but as you mentioned road noise produced by the tyres. this is what you as a pedestrian will hear from pretty much any car unless it has a louder exhaust. hell, majority of the cars i see getting around town, you wont even hear then engine or exhaust when it passes you because they have both very quiet exhausts and.... tyres.
the only time you wont hear them is when they are moving fairly slowly. maybe 30km or less.
