Actually red skull does still have his past conscious. In infinity war he tells Thanos "I to once sought out the stones but the space stone cast me out. Sending me here to protect the soul stone and guide others who might seek it" (something along that line).Clearly he remembers what happened and I'm sure he remembered cap.

Perhaps a four hour extended cut of the film will drop. With that extra hour being Cap's stone returning adventures. That would be cool.
