I would guess that her primary fire is like Ana where if she is shooting a teammate she heals but if she's shooting an enemy she deals damage. That would be my guess

I looked as junos gun as simular to ana. She shoot u to heal and shoots enemies to do, damage. And notice how when juno does her ult their had and or wepon becomes blue. Like in the vid after her ult it dhows a close up of winston and his gun is blue. So i think it is a damage buff.
