Clarification today’s iOS 17.6.1 release:

21G101 is available Over the Air for iOS 12 and older, as well as iOS 16. If you are on another version, you will need to use an IPSW.

Bug Fix
This update fixes an issue that may prevent access to Apple Fitness+.
