We can also use CHOOSECOLS function instead of CHOOSE:
First case:
=FILTER(CHOOSECOLS(B11:F25, 5, 1), F11:F25="Islamabad")

Second case:
=FILTER(CHOOSECOLS(B11:F25, 2, 1), C11:C25="Relations")
