Ohh yea, how nice. However, what you fail to mention is the immense difference between a level 6 and a level 11 and 16 Final Hour. The amount of times you can tumble-stealth has such a huge impact on how successful you are at kiting certain champions, Riven here being a prime example. In the beginner stage riven outright destroys you because her level 6 power spike is incomparable to Vayne, whereas by 11-16 Vayne has a much higher chance of killing her with the valuable +4 secs on Final Hour.

On stage 1, Riven was allowed to flash, but she was not allowed to do the same on any of the other stages. There was basically nothing the Vayne player could've done with the given summoners... She has enough AD to oneshot her after stunning her with w.
