If look real close you can actually see the hole on the top of each fake bump where they filled the gelatin into the bubbles.

Blisters like that contain liquid. The body produces a liquid that protects the inner layer of skin from the friction applied to the outer. The same process happens with burns. The liquid serves as a protective layer. It’s why doctors will tell you if at all possible, do not pop the blisters.
Also, that would be painful to the extreme. No one could pop burn blisters like that and not be screaming in pain.

And it would hurt like hell if those were real burn blisters, and you decided to pop them. I burned my thumb with a glue gun on accident, and it create led a burn blister, it got popped, and it hurt for 2 weeks
