why do we say that the modelling assumption of a rod is 'mass is distributed and concentrated along a line' while it is actually concentrated at the center of mass?

In the table of assumptions for the smooth and light pulley, is the assumption that tension is the same on either side of the pulley owing to the pulley being smooth or light or both? (I know the answer might be in another video but I hope you don't mind me asking now.)
