On the topic of frame locks, these were the de-facto locks when I was in Scandinavia about 15 years ago.
Bike stands were designed specifically around them, I forget exactly how this worked, IIRC they were designed so the wheel needed to rotate out if the stand, but it could have also been a chain/wire loop attached to the stand that the frame lock went through as well as the wheel.
Regardless, when you locked the bike in the stand, it wasn't moving until you unlocked the frame lock.
