Fun fact: the ds, 2ds and 3ds family systems (2ds/3ds xl and the new versions) all use fat32 and only recognize that!

You've mixed up file size and volume/partition size. The file size with FAT32 is a hard limit and remains 4GB.

It's not a file size limitation, that's still 4GB.

This is a partition size limitation, 32GB, which seems to be a limit chosen when hard drives rarely cleared a few gigabytes and by the time it actually mattered hard drives typically used NTFS and FAT32 was for removable flash storage, which rarely got higher than 32GB and was pretty expensive (I bought a 32GB SD card for my digital camera in 2010 for $120, for example). And Microsoft introduced exFAT which solved many of the problems of FAT32, chief of which is that Microsoft wasn't really making enough money from FAT32 licensing.

It's only really now when removable, cheap, and ubiquitous flash media with sizes far exceeding 32GB combines with exFAT being substantially less popular than Microsoft was hoping for converge into people actually needing FAT32 partitions exceeding 32GB.

IIRC Windows 95/98 actually allowed you to format FAT32 partitions as large as 128GB. It was the NT family (2000/XP and newer) that limited partitions to 32GB to encourage you to use NTFS instead. FAT32 on large partitions wastes a ton of space on small files since the cluster size scales up to ridiculous levels, and exFAT doesn't fix this problem.

Fun Fact: You could already go up to 2TB with FAT32 using the format command through CMD, it's just available through the GUI tool now.

4gb FILE size, 32gb partition size as fat 32 has a cluster number limitation. You can make the partirion larger but to do so you must increse the cluster size... the drawback to this is that if a file does not use the full cluster it is wasted space. Though with the size of most moden files it really does not effect much even with large cluster sizes.

Fun fact: Dave Plummer the Microsoft Software Engineer that developed the format disk interface, said that the 32GB limit was a temporary value he set in the interface that was intended to be changed later.
