Fun fact - GTA San Andreas technically have eyes animation ingame, but R* used this feature only for some animations - for example brows and eyes have diffrent animation when CJ walking with Rocket Launcher

About CJ in the second test: actually his eyes expression changes while he is carrying a bazooka. We can see that he becomes more agressive

For Tommy, Claude or CJ, you should watch the cutscenes. There these characters have real facial features. In-game features are not present. Due to technical limitations devs created 2D models of Claude and Tommy and CJ.
Just observe it and you will see. These characters are hollow models. You have to move camera around

To be fair, Tommy's model in cutscenes has some eye movement. The easiest one to be noticed is just go to pole position club, get a 'manager only' dance (after you completed the asset mission). His eyes will obviously show surprise. This feature should be in SA too but I am not sure about III.

Funfact: on the old PSx(PS1 game) The fights does blink. If you take Forrest Law and you make the Square and X grab on them and you pause when he is about to hit the other fighter you pause the game and you can see him blink. That is a game that came out in 1998.
