Robin doesn't top the ulti, let alone hancock and smoothie. We're talking about a shichibukai and yonkou's second commander. Robin would be above nami for her fruit. Smoothie is the second commander, which suggests that she would be stronger than Devon, which is not, devon is on the sixth ship, far from the second, and apparently she occupies some role in the pack. The order I believe would be: devon, boa, smoothie, yamato, big mom. Carrot is faster than Nami in her sulong form, that's all. I wouldn't put it above, but a little below. nami and robin would be behind Ulti, who would be above black maria.
