Johan Liebert is the only anime villain I genuinely find frightening. And I've seen some shit.

The only truly glaring omission is that of Toguro, from YuYu Hakusho. A perfect Shonen villain. He is unstoppable and ruthless, but this is to be expected. What makes Toguro a great villain is how cold and empty he appears. He only ever cared about power and sacrificed his humanity to get it. That comes through so strongly in his dialogue. So utterly barren of anything that feels human.

I love Kira's contrast.
He behaves like an ordinary, calm citizen but actually he's brutal psychopath and he murders people with explosion.

Danganronpa 2 isn't animated though, I think Komaeda is the best villain.
