"HOW" do you appoint someone to see if the FBI "properly" seized illegally taken classified records that were not supposed to be where they were in the first place? were they all checked to see if they were all college graduates? did they remember always to say " mother may I"? was the proper seizure music played? were the proper footsteps performed throughout the seizure? were they all wearing clean, licensed, registered, and regulation underwear?
