I think Requiem actually has a unique advantage due to the severe size difference between it and more modern burst beys.
When equalized, it actually has a slightly higher rpm because it's outer radius is smaller than, say, dynamite beys. Meaning that the ratio of the opponent's radius and it's own is in Requiem's favor.
