So car flippers do the same thing though. They buy a cheap car, usually from an auction then either fix it up enough so it is drivable then resell it without ever having it in their name. This is also how they get around the limit of amount of cars they can sell a year without a business license. It is all cash sells so the government would never know.

Unless they have a power of attorney at least in NY state. I got a bought a car, but the owner didn't live in the states at the time so her friend got a power of attorney and was able to sell me it on her behalf.

This is so true. I got scammed in North Glendale California, there was about three different sellers, but one guy was pretending to sell it for himself. The engine ended up overheating and going bad in a few weeks. After everything was promised to be in great condition.
