The real success of the Turkish weapon industry and aerospace industry is the capability to work together and exceptional project management. The speed of the industry comes from this. Somewhat 300-400 companies private or government funded can work around the clock to make things happen. Also, they plan ahead of things and once they start a project it is developed for multiple platforms not just one. I think this is a new model in R&D and manufacturing that nobody has at the moment.
