Good explanation. I'm working with a French version of Windows 10. I'm tethering via a USB cable and nevertheless see a message that says something like: Do you want other computers on your network to see your connection?
Now
I'm not sure if I understand what "my network" is and I don't see why other computers would be on it. I'm guessing that I could have a local network with my computer on it, but that is not the case and I'm assuming that the computer knows if I have a network. So why the question?
