General grievous was nefted in episode 3 while in the original clone wars show grievous was op he beat multiple jedi at once and was just say more powerful than the one in episode 3.
The reason for that is because mace windu crushed his lungs at the end of the show.

It must be unfortunate that after all that, concerning the surgery and basically the life of Grievous as a former Kaleesh warrior on his home world taken away from him which may have instigated a reaction mirroring how Skywalker felt when he saw his surgically new body for the first time now as Darth Vader, some Jedi such as Kenobi himself, Skywalker as well, Windu, etc. would get used to Grievous over time and grow to not fear him at all. All that work to strip away Grievous of his former self to be not feared by a good few Jedi after a while but at least, it didn't stop him and he still ravaged and slaughtered as much Jedi as possible as is expected but if I was Dooku, I would've made sure to keep Grievous in the dark from the public eye at times so that his absence would mean that people wouldn't get used to seeing him as much and so their fear of him returning again may grow exponentially. I know there was a video about Grievous beingt kept a secret from the Jedi during the Battle of Geonosis in Episode 2. I can't recall if "Star Wars Theory" made it or "The Stupendous Wave" but it stated how Dooku kept him a secret because he thought that it wasn't the time to reveal Grievous to the Jedi but it explicitly stated that Grievous killed a female Jedi who escaped the Geonosian war and wondered into the Geonosian hives to hide but, unbeknownst to her, Grievous was silently waiting for her and eventually he confronted her which utterly shocked her as she saw the Jedi hunter and killer fir the first time ever. You can imagine what occurred

He is perfect in the sense the jedi are all about life. Grievous stripped of flesh, cold, dark, unrelenting is the antithesis to jedi beliefs. Therefore he strikes terror into them.
