Why do you use docket tag when the image you are tagging already has a tag 0.0.1-snapshot?

Thank you for this video. I have a question please. So I pushed an image to Docker Hub and then pulled it down. But how do I build a container from the docker-compose.yml file? As no physical files are pulled down, I cannot run docker-compose up -d --build like I normally would. Would appreciate your help :)
