The NCR is definitely the strongest government power, while in New Vegas, they are stretched thin (as a result of just being a campaign at the moment), they are definitely the strongest government on the West coast. The BOS is definitely the strongest weapon-wise though. After all, they descend from the military.

OK real talk I don’t know how resistant liberty prime is to concentrated artillery and as we have seen on Hoover dam the NCR are capable of repairing and producing proper anti-tank guns and howitzers
