Zuko’s biggest challenge was being taught and conditioned against compassion and care- his entire childhood. His father was sadistic, so was his sister- so were all the leaders in power save for Iroh. He was also taught that Iroh was weak, his father actively looked down on Iroh.

Learning how to emotionally connect and relate- to communicate compassion was not his stronghold. We see this even as he struggles to find the words to communicate to the Avatar that he has changed. He’s also a teenager. Most teenagers don’t know wtf to say to a guy saying his gf turned into a moon.

I wouldn’t say that’s so much him being dumb, as him also not seeing the deeper context as he wasn’t there for that specific event, and also him being newer to engaging Sokka on that level. Prior to this he was usually fighting Sokka.

If you think about it, Zuko rarely had opportunities to speak to people on a normal human level. Most of his life was militaristic, speaking about battles, warfares, domination.

Of course he’s awkward.

We also see in later mangas and legend of Korra that he got better at communication and showcasing compassion. Eg. His final speech when he became fire lord had words of care and recognition, and acknowledgement.
