It means the scarecrow was just not an ordinary thing, which genarelly is used to scare birds, but a spooky one. The brothers had wanted to tease, the old man, however, his scare crow took revenge on behalf of his Master ( as well as the old man was also not an ordinary person I presumed) any I was just heard a good spooky story. Thank you.
