On a much smaller scale of course, this was done to Pyramid Lake outside of Reno Nevada back in the 30's. The lake is on a Paiute Indian Reservation and when it started to dry up because the water from the Truckee River was diverted to the Fallon agricultural district by the Derby diversion dam the indians took it to court. It took several decades to settle but in the end, the indisns got their fair share of the water back. The lake took years to refill but it has recovered completely so the natural runs of native fish, especially the Lahaton cutthroat trout and endangered cuiwee (sp?) fish have flourished.

Aral sea dries up periodically. There are remains of settlements that were in XIV-XV centuries. Also, Aral sea began to rapidly dry after the dissolution of the USSR
