1: Find out Batman is Bruce. Perfectly possbile, since characters already know to gain intel from.
2: Send EVERYTHING after Batman. Forget the bridges. Forget the GCPD. Just. Target. Batman.
Trust me. It's Batman. If you think you "have enough", you probably don't. NUKE him if you have too.

Nice plan however there are a few problems mainly with the Arkham hq Hail Mary plan:
A. The size of the elevator is small with it fitting approximately 15ish soldiers that’s means that Batman is really only dealing with 15ish soldiers at a time
B. The time it takes for the elevator to descend and ascend is approximately 1 minute and 9 seconds. Batman at the end of the game can take out 15 soldiers in a minute.
C. Squading up is a smart move but like the Arkham Knight, you forgot about the fear multi takedown which when maxed can take down up to 5 men.
D. He’s Batman lol.

My improvements would be have the 191 already in the room squaded up doing close and fast rotation around the room. Have mines on the perches (because they can do that). And blow up all the grates with gernades (because they can do that too).Then he’s trapped with a room of almost 200 armed men with nowhere to hide and either has to fight his way out or try to reach the elevator, which he could possibly do which then you could rig the elevator to explode. And if he beats all that, welp, hope you like prison orange lol. Ngl tactically the rest of the plan works tho, well done!

Someone needs to make a game where you play as the Knight in Arkham Knight, so you get to decide what to do with the militia and how and when to deploy then, even being able to set up fights with batman.
Edit: you guys have some of the most fuckin valid takes I have ever heard about this, I think we could make a game exactly like what you guys have suggested, with enough time and effort

The fact is that Batman could have been killed by Arkham Knight's helicopter at Ace Chemicals, and again in their encounter before the chase in the city's tunnels.

Theres a line by the arkham knight that hes got the city wired to blow *hence the mines* if theres any outside help so that covers like the first 5 minutes

Honestly all of this is just speculation based on someone who has played the game. It’s kind of like going back to the past expecting all the events to play out the same way. Or like saying it’s easy to guess Batman’s secret identity purely on not only knowing he is Bruce Wayne, but knowing motivation and how he can be Batman. In addition there’s also gameplay vs story/lore, the idea is the tactics were flawless but Batman always manages the impossible. It’s kind of the whole point. Like another example is the size of Gotham is probably a lot smaller than it would be in the real world. Another thing is Arkham knight in large part wanted Batman to be in the stage of giving up. What’s needed for that to happen is Batman has to fail to stop scarecrows gas from controlling the whole city, in addition Batman has to fail to protect his allies(Arkham knight was actually successful in doing that). The main issue was Ivy existed.

What i'd have done is have teams of expert soldiers attack multiple key points of interest at once, Batman, Nightwing and Robin together stop 3 of them, each stopping 1? Congrats, you stopped 3 out of 8 simultaneously executed plans. I still win 5 of them, all they'll have achieved is slightly slow me down. Or each stop 2 of them? I still advance 2 of them. And with the amount of resources Arkham Knight had, merely 8 simultaneous plans is very modest. There could be 40 simultaneous plans.

Another thing is, releasing other villains from Arkham Asylum or prison and getting them on board with the plan, with well equipped goons supporting them, each villain commanding an expert squad of their own for each goal. And/Or paying each of them a couple million dollars to attack a certain point of interest, giving each a goal they could work on without disrupting our own plans or each other. Like, Riddler and Bane assigned to take down Wayne Manor and Wayne Enterprises, Penguin and Two-Face assigned to take down GCPD with their resources, with support from Arkham Knight's tanks, there's also characters that support Batman in the game because they're reasonable and Batman told them why they should help him, but could be persuaded to the opposite side due to the same reason, these are Mister Freeze and Poison Ivy. Mister Freeze could be convinced to help you by giving funds to help his wife's treatments, and/or getting him the guy responsible for all of it so he could get his revenge. Poison Ivy can be persuaded by promising and keeping a promise to protect her plants, maybe taking down some polluting factories elsewhere as well.
Deathstroke could've been hired to train soldiers better, not just tactics but mentality and skills as well, or have his own personal squad of experts to hunt Robin and/or Nightwing. Batman i believe he'd just slow down, but taking down any or both of his sidekicks would break a lot of his will, and in any case remove a helper of his.

Arkham Knight could've revealed Batman's identity as well, in the very beginning. His entire behavior/motivation in the game is essentially a tantrum: Being very upset and expressing that, but not finishing the job despite having had the opportunity so many times in the game.

Point is, there's a lot of options Arkham Knight could've done but he was merely throwing a big shitstorm of a tantrum.

There is a theory saying that Jason wanted to kill batman for revenge and then he would replace batman as the vigilant who protects Gotham which means he can't make his crew to overpowered or the villains overpowered
