Makes sense to me. Pretty much what happens in any sort of like major setting. Either you get caught and in prisoned, executed as a war criminal, or you put down your weapons and either swear you're allegiance to some other faction in order to survive or become a sellsword/a mercenary or you actually see where you went wrong and try to make wherever you are a better place.

Not to hate just saying: in legends there were warlords who all called themselves the emperor so stormtroopers joined whoever until eventually if you were not dead you could live in the imperial remnant in the North West of the galaxy.

Easy. They continued to serve Palps's heir Sate Pestage and then Director Isard and Grand-Admiral Thrawn - leaders of the legitimate Imperial Ruling Council on Coruscant and Orinda.
Lesser part of em joined sectoral warlords in the Outer Rim where they're located.
