Does God give this gift of tongues to some and not to others?

Is it the least of the gifts?

Acts 1:4 "and, being assembled together with them, he charged them not to depart from Jerusalem, but to wait for the promise of the Father, which, said he, ye heard from me: 5 for John indeed baptized with water; but ye shall be baptized in the Holy Spirit not many days hence."

Acts 2:4 "And they were all filled with the Holy Spirit, and began to speak with other tongues, as the Spirit gave them utterance."

To walk as Christ walked, you have to have power which comes from the Holy Spirit that comes upon you to be witnesses of Christ.

Acts 1:8 "But ye shall receive power, when the Holy Spirit is come upon you: and ye shall be my witnesses both in Jerusalem, and in all Judaea and Samaria, and unto the uttermost part of the earth."

Praying in the Holy Spirit is letting the Holy Spirit pray through you according to His Will. We don't know how to pray as we should or what to even pray at times, but the Holy Spirit helps us in our weaknesses.

Romans 8:26-27 "And in like manner the Spirit also helpeth our infirmity: for we know not how to pray as we ought; but the Spirit himself maketh intercession for us with groanings which cannot be uttered; 27 and he that searcheth the hearts knoweth what is the mind of the Spirit, because he maketh intercession for the saints according to the will of God."

When the Holy Spirit prays through you, He prays according to the will of God so we can come boldly to Him knowing our prayers will be answered.

1 John 5:14-15 "And this is the boldness which we have toward him, that, if we ask anything according to his will, he heareth us: 15 and if we know that he heareth us whatsoever we ask, we know that we have the petitions which we have asked of him."

The Bible doesn't say anything negative of the Holy Spirit only that it is a gift. And God gives good gifts to His children (Luke 11:13). We need to ask Him for the gift of the Holy Spirit to be empowered to manifest Christ.
