This area is 四川甘孜藏族自治州 （Garzê Tibetan Autonomous Prefecture in Sichuan province). In this video, the shop sign is written in Tibetan script, and a motor bike is with a registeration plate starting with "川V" (represnting that the motor bike is registered in this area)

I think it was asking for help, maybe had a baby stuck somewhere and wanted someone to follow it. gods creatures come to us when they need help, we are supposed to be gods guardians for gods creatures!
