"Plausible deniability" works both ways. Yes, this is a shaping operation that will force Russia to thin the lines in Ukraine, and move mobile reserves back to Russia.

In the near term, at least, the incursion into Russia means that Russia is not likely to attack NATO territory for any reason, because Russia cannot afford to be in a position in which NATO is responding to a Russian attack against NATO. After all, two modest-sized units were able to maneuver around Belgorod for more than a day, apparently at will, only 100 km or so from Russian forces supposedly engaged in an active invasion of Ukraine.
