It’s not that yours “doesn’t work”, it was probably a snake oil product when the Red Scare started.

At first I thought it was a little cloud chamber. That's pretty ingenious if it works. I suspect that shaking it builds up an electrostatic charge on the beads, causing them to stick to the glass or plastic tube. Then when the beads are hit by ionising radiation they lose their charge and fall to the bottom. So the time it takes for the beads to all fall is indicative of how much radiation there is.
If you can get the beads to stick to the clear tube it should work.
