You can paint over painted surfaces, but for best results it should be on Bare metal. If you coat a painted surface, it must be sanded/scuffed with 180-220 grit so the rust preventive can mechanically adhere to it. For high impact, wear or marine use, 80-120 grit is better with three thin coats. Note that by coating a painted surface, the rust preventive's adhesion strength is only as strong as the paint under it.

I thought that It could not be applied over painted surfaces. I can see he is painting right over the red paint. Is this OK? Seems to contradict the directions on the can. I am on the process of doing some suspension parts and chassis parts that I have grinder and degreased. Some of the paint is still intact, won't come off. Can I use por 15 right over the cleaned rust and paint? Am I better just using por 15 topcoat. Really could use some advice on the best process. Thanks in advance. 🙂

The old paint doesn’t need to be skuffed up? I’ve painted over even skuffed paint and it just peels off unless it’s like 240-320 grit. Seems to work best over bare, sandblasted, or prepped rusted metal but not so much on anything smooth, which is true for most finishes tho.
