It's easy to manipulate them just like like what happened with Reiner. It was ingrained in his mind that every Eldian on Paradis is a devil and with this ideology he destroyed the wall thinking that he is saving the world and he is a hero. After living inside the walls with the people he understood that they were innocent civilians but he still denied it thinking he was a warrior and was sacrificing a few to save many. We can see this thought process of his during season 2. But when he matured, he realised the weight of his sins and this causes him PTSD and his 13 years were also nearly over.

Marley chose children, brainwashed them, made them commit massacres in the name of saving the world and when that child turns into an adult and by the time a he realises his mistakes his 13 years are over.

I get why they choose children to train for the titans but. There is an problem with that. If they train the children and send them if they are still that young it wouldn't be to hard to think that something WILL go wrong, because they are CHILDREN. So why don't the train them, manipulate them until they are like 18-22, and then send them.this would be the smartest thing to do. Cause you manipulate them when they are still able to manipulate and then yous use them when they are finally grown

There is one other problem with this. Children are adaptable in both directions. One problem with deep cover spies is defection. The Soviets lost somewhere between half and 2/3 of their spies that was sent to America. Terrorist groups have an even worse record for defections. Here, they are taking children who grew up, learned, and trained among the Paradis people far longer than they had ever lived in Marley. And they expected them to not grow feelings? Otherwise, they would have no reason not to defect
