While Goku may tear up Marvel and Dc characters from the movies and tv shows you are forgetting comics and the multiverse. What the multiverse essentially means is that there are different versions of the same character. Unlike the multiverse in Dragon ball from what I assume is 18 universes (6 wiped out) there is an INFINITE number of universes in Marvel and Dc. Therefore Dc and Marvel are infinitely more powerful because of the infinite variants of characters. In one universe Spider-Man may be the one ur all familiar with, in another however he could be a literal god. And because there are all variants of variants like Miles Morales is a variant of Peter Parker however there are different versions of Miles Morales there are infinite versions of god tier Spider-Man. And this is just Spider-Man, Goku is strong, very strong, but is weaker than true power.
