My theory is roger told shanks that it wasn't his destiny to go find one piece and shanks come to believe that luffy's dream is same as roger so he might have guessed that luffy destined to find one piece. Shanks might want to fight luffy to challenge his destiny thats why he inspired luffy to be pirate, and also said when you are a big pirate come find me to return straw hat.
He might just want to fight luffy to prove roger wrong.
