Imagine going to jail, believing it'd be your worst nightmare. But no, you find a marriage of two love birds that don't want to leave the Fortress, you get decent food, everyone in there is nice, and you find the place smelling better than roses on top of all that. Wouldn't be a place criminals would wish to stay away from.

I think he smells more like the Fortress than the fact he doesn't bathe. Honestly, I believe he does bathe but with unscented soap. He doesn't wear cologne which is kinda sad but he has an image to uphold being head of the prison.

It’s not that he stinks. He doesn’t want crime scenes that happen in the fortress to be cleaned up so people don’t forget what happened and that actions have permanent consequences.

I don't think the problem is his smell (or his hygiene), but rather the smell of the entire fortress, which, altho has regular maintenance, it's still an underwater prison where people work on machinery and beat each other up in the ring. "Nice smell" isn't something most people would associate with a prison, let alone one where the best ways to make money are through ring combat and labor, the perfume would just, you know, barely have any effect.
In the case that the fortress doesn't smell that much, then perfumes could actually prove a problem for the guards, as they can be used to hide away smells that would normally be an indication of someone doing something wrong in the fortress.
Of course, maybe he has a sensitive nose to certain fragrances like Lynette, and just doesn't want to feel sick from inhaling anything Emilie makes.

What i understand from wriothesley's words is that "so ppl dont make the same mistake twice" is that maybe in the past he had caught a criminal off of their scent as in perfumes. And so maybe he doesnt want to give the prisoners perfume so that he could keep up with their usual scent down in the metropide
