Actually the vehicle approaching had the responsibility to caution. If they had been patient and allowed the vehicle that turned around to do their thing this accident could have been avoided. That's what makes the approaching vehicle liable. They could have avoided the whole thing by being observant and patient. I used to do insurance investigations. That would have been my finding

2 weeks after I was involved in a road rage incident with another vehicle & l got a speeding ticket.
I purchase & installed a dash cam underneath my rearview mirror.
a 2 weeks after that, an Escondido police officer pulled me over and said it's ilegal to have a dashcam remove it or get a ticket.
And when I went to the vista courthouse.
Even the Sheriffs there said dash cams are illegal...

After the turning, this Karen was supposed to give a final check if the coast is clear before moving off ... if this were a "three point turn" test for a licence, she would've fail instantly.
