Those girls are basically children. They needed a woman to care enough for several reasons, (including that their influencing other and younger children in their community), to say something to those girls about why their outfits were actually inappropriate. My daughter would never even think about leaving the house that way, and not because she's scared of me, but because she knows better on her own.
