Condoning someone's actions and understanding why they commited them are two different things. Bin Laden stated very clearly in a media interview in the late 90s his justification for waging Jihad against the U.S. I feel people are taking this out of context. I guess it could be interporated in different ways, but unless there's more to the video that wasn't shown, all she's doing is saying that she understands why he did it, which should have already been obvious.
