The policy should require two officers for transporting prisoners from one facility to the next. I think this happened in another state a few years back.

Could it be they wanted you to believe the car had difficulties when in fact, she had another vehicle stashed close by? And could it be, since they had a good head start, when they ditched the first car, they drove back and through the area they left just to provide misdirection?
