Atwater is a BOSS....an under-utilized character, but when they put him in play, he is exceptional!

This is why I feel Atwater is the most ideal second in command he knows where other people are coming from and he doesn’t lord his past experiences as an excuse to do whatever the hell he wants like Halstead and Upton constantly do.

Atwater is right; a tense patrol officer is one who starts squeezing off rounds at a fleeing 13-year-old's back because "I felt threatened." You need to be out there cool, thinking and ready to understand or you're just going to be another statistic, one way or another.
