What if SpaceX all of the sudden became BFF with Nicaragua or Honduras. They could build a Star Base #2 on one of their shores with less regulation allowing them to test however they like. SpaceX could still continue to do most of their manufacturing and testing in Texas, but when they were ready to launch test... they could ship it down south and launch.

SpaceX will not knowingly launch without an FAA permit. The consequences make this a 0% likelyhood except for launches where the FAA is not involved, e.g. NASA or Nationar.l Security launches where the government is not 'a customer, but rather is infull control of the launch, and that is true of nothing SpaceX is currently contracted for

Launching without approval would be the stupidest thing SpaceX could possibly do. After following Elon on Twitter nowadays, any such try would not surprise me, but he can not do it alone. Would all workers support this? Would Gwynne?
