If it's get out or die, they should expect massive traffic jams. Why not take the 4 lanes inbound, split them into 2 sets of lanes & cross over from the other side? The 2 inbound lanes would be restricted to emergency vehicles & rescue workers.

My friend said he only was able to go 50 miles in 8 hours, he turned around and went home. No more gas at the gas stations no more food at the stores.

Even if the eye goes south of Tampa Bay, my guess the rain and wind will still be severe. If the eyewall goes North, I am with that experienced meteorologist, OMG. if I am understanding some of the various sources, dropping to a level 5 doesn't immediately drop the amount of water the hurricane is carrying. and it has/ will have/ a lot of level 4/5 time to pick up massive amounts out of the gulf. One of those meteorologists said it could drop in excess of a foot of rain. I told my wife that for all practical purposes, southern tip of FL could become a temporary island.
