Pretty sure they haven't been “added” to the game yet. Their triumphs are still marked as secret on the same page Kheprian is.

There are 12 weeks in the Season, that gives Players 3 weeks for each Exotic Fish, So We should see the next Exotic Fish on Reset Week 4! BUNGIE's Timegated Playability at its Finest!

I'm on 23 axehead
My current theory is the other can only be caught outside of exotic events at something like a 1/1000 rate

I bet they don't actually exist, at least yet. If you look at the triumphs for catching all rare or better fish from the locations. All 3 have the Axehead included, but no mention of the other exotic fish at any location. Now, they may have done this just to make decorating the HELM easier, but it's a little...fishy...that they aren't listed in those triumphs. Maybe down the season we'll get some special perk/consumable/bait, that makes it so these elusive fish can actually drop.

Hmmm, that's strange, they've been dropping for me. I got 4 in one day. In fact, I caught one exotic fish, had a regular fish and then another exotic fish. The fish focusing doesn't mean anything. I get Legendary and Exotic drops when it's low. Sooo?

Axehead is the only exotic fish I caught on throneworld and earth

I can barely get legendary fish. Either I suck or the drop rates suck. Either way, something sucks.

the TOP TWO fisherpersons in the game both have 100 + of the axehead and ZERO for all three other exotic fish. bungo F'd up i think. and btw the FISH meter people are trying to cheese and fill is TOTAL BULLSHIT. it was found to be less than 1 % increase in chance and not certain but much closer to zero as I recall then it is to one.
