I guess yeah it's a mistake because according to FIFA if the ball does not cross the goal line completely it must be disallowed goal

It’s not a Goal, the whole ball didn’t cross the line and the keeper was Inside the box

I would say the keeper intentionally set the ball down. Then handled it. Assuming it did not cross the goal line this is an IDFK from the nearest point on the 6 yard line.
