The end isn't entirely true, if SCP: SL was paid, you still would be committing the regular copyright infringement associated with piracy/decompilation because the source code of SL is protected by Northwood. SCP: 5K's source code is also copyrighted, but they go further, making some of their sounds, models, and images copyrighted, while Northwood decided to only copyright their code, so it's still copyright infringement to pirate it. Adding a CC-BY-SA license doesn't make everything else in the project suddenly become the same license. Regalis chose to make everything in CB under CC-BY-SA which is why nobody gets in trouble for using its source code or models.

Cc by Is really similar to the gpl however, the GPL is Also commercial use permissive. Whereas the non share a long licenses Are not.

I'm making a game, and part of the gimmick is that there is a ton of references.
The game is unrelated to scp, but I wanna put some of its stuff as references.
Would that license thing apply if I only put one SCP in my game?

You conflated two different things. The non commercial license is specifically for the statue scp's image and likeness. These were made by a seperate artist who allowed its use on the site but didn't want any profit coming from it.

This image has since been removed and its a shame because that image was the original inspiration for scp as a whole
