Does a person sitting next to you (in a normal environment - little noise around) hear your music? Especially with some bass....

hi. i can't connect the headphones to my phone via bluetooth. i've turned the headphones on, phone's bluetooth on, then scan for device and won't find them. do you know why? do i need to do something else, or is it faulty?
