I tend to think Ulf is lying for clout purposes, Viscy a former king and Daemon a badass, makes more sense for Ulf to be the bastard of Aemon and not Baelon. Hugh is Saera Targaryens Son, meaning Hugh and Ulf land on either side of the royal line. Both half cousins to Daemon.

They end up being betrayers but people aren’t thinking critically. They are small folk. Rhaenyra ends up taxing the small folk even more and doing a variety of things that cause the people of kingslanding to suffer. Things highborn like herself and daemon don’t usually care for. I think they betray for honorable reasons, but history records them negatively for obvious “smallfolk bad”. There’s going to be nuance and a sense of honor and justice to hugh betraying and perhaps some maliciousness to ulf. I also think both will be very relatable to the crowd watching the show tbh. Most of us are like them honestly.
