Illyrio had no idea that the eggs would actually hatch. They were petrified eggs. Everyone thought they were simply stone at this point. If he knew that the eggs would someday hatch, he clearly would have kept them for himself.
The stone eggs given to Danny on her wedding day were meant to be symbolic.

It doesn’t seem Illyrio knew the eggs were still viable. I believe Varys even remarks-if he knew those eggs would hatch he would have sat on them himself. They were a powerful symbol though and Illyrio likely hoped they would curry favor with Viserys and Dany.

Even if they weren't petrified, only specific Targaryen women could hatch dragon eggs. Men could not do it at all, it was only a special Targaryen woman that could. That's why they only hatched when Denaerys had them

You left out the part with the targaryens went to bravos, they were pretty much told by the sealord that he might have some petrified rocks that look like dragons eggs, but he definitely had the faceless. So if you want war there will be death.
And he was pretty much told if I dragon appears that will be war.
