Arguably pieck in the final manga has a similar role as you could expect from a middle aged man, she’s less invested and passionate ideologically than some of her colleagues. There’s also something interesting about having all the warriors being kids that were tailor-made for the role

I think what makes her design work from a thematic standpoint is to show that behind the scary titan facade, is a normal human being. who looks like anyone else. Two show the duality of AOT's world, how a normal little girl is also a rampaging monster when not surrounded by friends and family.

Many of the titan shifters were indoctrinated as kids, makes sense all of em are young, if anything, kasava, zeke's mentor being so old is a bit of a plot hole, but since he was given the titan for research purposes and not fighting, i guess it makes sense
