Sir, if India needs to gain international repute in consumer protection movement, then it just not only needs a sound law but also an effective implementation. Consumer Commissions are almost dysfunctional in smaller towns on account of 100% vacany. Even in metropolitan cities like Mumbai, you would find only 2 members on the bench instead of 3. And sanctioned strength of 3 is also too poor to handle the consumer disputes, given the number of cases it has.
